Going to Bucharest what's my options

You probably have no option here.

For some reason 48 don't seem to support roaming in Romania.

Certainly Romania is not listed here as one of the supported EU/European countries for roaming:

You might want to double check with 48 support that this info is still accurate:

http://www.48months.ie/help#contact-us

For EU countries that are supported you can buy EU roaming add-ons:

http://www.48months.ie/membership-plans/going-abroad

Alternatively and for other non EU countries you need to topup your cash credit balance to make/receive calls and send texts. Note that 48 don't support data roaming abroad at all.

What about Morocco? Received a text but can't send..I have more than 5€ credit..

48 don't support roaming in Morocco/Africa.

See the links that I posted above.

Not sure how you received a text unless it was somehow over wi-fi, iMessage or some other messaging conduit.

Or unless you're so close to Spain that you're picking up a network from there?
