I purchased 35 euro text and i tryed to send a tex to Holland but it wont go

You bought an EU roaming text add-on.
That's only of use when roaming abroad in the EU.
It's not for sending texts from Ireland to EU countries.
International texts need cash credit to pay for them.
25c per text.
You need to topup your cash credit balance if you want to send international/EU texts.
