If you're still in Ireland then that is correct.
The EU roaming add-ons are for calling/texting Irish numbers or numbers in the country in which you are roaming WHEN you are roaming abroad.
They are not for making international calls/texts while still in Ireland.
For that you need cash credit on your account to pay for the calls/texts.

No - you are expecting them to work in a way that they don't.

They will work as explained above when you get there.
You seem to be using an iPhone in which case you may also face this iPhone problem which you might want to avoid by configuring the phone for roaming BEFORE you leave Ireland:
