What exactly do you mean by "top up" here?
Top up your credit balance?
Buy a data add-on?
Buy a new membership which may not take effect immediately if you have an existing membership which has not yet expired?
When it doesn't work dial *100*8# and see what the data balance is.
if it's zero then you don't have any allowance available.
