I don't understand.
If a phone has SIM PIN locking enabled then you cannot get into it without entering the PIN.
You're saying that you are not prompted for the PIN and are able to access the phone user interface etc.?
What happens when you try to call/text?
If you are in then why do you need the PIN!?!

If you don't see the SIM PIN lock option in the phone settings menus then perhaps the phone is not recognising the SIM at all?
Did it ever work?
If so what changed before it stopped working?

Sounds to me like the phone is not recognising the SIM at all.
Especially if the SIM PIN locking is not working - SIM PIN locking is enabled on a SIM so if the phone doesn't recognise the SIM there will be no prompt for a PIN and no menu option to control this.
As I asked above did the SIM ever work?
Are you getting any signal bars at all?
What networks do you see when you manually scan for networks?
Did you register/activate the SIM properly?
