Why does it only work when I turn roaming on? Does this not charge me??

48 is a "virtual" network operating on the 3 network.

On many/most phones you have to have roaming enabled for services to work on a virtual network because the phone thinks that it's always roaming.

It does not incur any additional charges.

Even when abroad because 48 don't support data while abroad.
