Why I can't add a card to top up?

Would you please help me add a card to pay membership, it keeps telling me to type in my billing address, then nothing happened after. thanks

Where are you doing this? 

When I do it here it doesn't ask for a billing address.

Can you add you card there and buy stuff? 

If not then what happens?
