Paid for a second sim, but no mention of it in transactions, 12.99 has been deducted from my account.

Each 48 SIM requires its own login using a separate email address and password.
Unlike some other mobile providers, 48 doesn't support group/family accounts for managing more than one SIM using a single login.
I suspect that you're logging into your original account expecting to see transactions for the second SIM there?
You won't.
