You can use 48 when abroad (in EU, Europe, North America and Oceania).

I think that 48 were probably obliged by regulations to notify users of changes to terms & conditions hence the email to members.
But if you choose to leave 48 then you can do so at any time.
All you need to do is to disable automatic membership renewal if you have it enabled.
And port your number to another provider if you want.
There are no penalties to leave 48.
And there are no charges other than cash credit topups. memberhsips and add-ons that you pay for manually or through membership automatic renewal.
