Could be the usual Apple nonsense requiring activation of the SIM in the iPhone.
For some networks this process involves a text message being silently sent to an Apple activation server in the UK.
On 48 this text will never get sent unless you have cash credit on your account to pay for the international text.
Maybe try putting €1 cash credit on your account and then switch the phone off and on again and wait a little while to see if it activates and starts working.
If that doesn't help then post back and/or contact 48 support.
