You probably used a service that gets charged to your cash credit balance - eg international call/text, MMS, call to other special number such as 1850/1890.

As it happens 25c is the cost of a UK text.

And iPhone activation on some networks such as 48 sends one of these automatically due to the stupid way that Apple does things.

Maybe that's what happened here as you seem to be using an iPhone?
