If I buy eu minutes can I ring England from Ireland? Or do I just add extra credit?

No.

EU roaming add-ons are for when you are roaming abroad in the EU and cover calls within the country in which you are roaming and to Ireland.

To make international calls from Ireland you need cash credit to pay for them.

50c per minute to the UK/Europe.
