My phone is not Working. I reviewed an email saying my plan has expired. Can you help ?

If your plan has expired then you need to buy a new one in order to be able to make calls, send texts and use mobile data. 

What does your My48 account Dashboard say about your current membership plan status, allowance balances, and expiry date?
