I'm wondering why on the 48 dashboard, when I log in from a browser, shows a different balance of data left, than what I see on the App on my phone

I've never noticed that myself.
Both views show the same details for me.
How much difference is there between the two?
Maybe one isn't updated as frequently as the other or something?
You'll probably have to contact 48 support to ask them about this.

I've checked mine over the last few days and every time the app and website Dashboard showed identical data balances.
You should probably contact 48 support and ask them if there's some issue with your account.
