I bought membership. I put in pin and puk code from simple but it says phone restricted. O2 gave me 2 unlocking codes which I tried but phone still restricted

Sounds like your phone is still locked and you need to go back to O2 and get them to sort it out.
48 can't unlock the phone for you.
