How can I text brother in Australia?

brother a bit of luddite and won't get whatsapp or viber. My phone 12.99 plan won't allow me to text him , any thoughts ?

Membership/add-on text allowances cover texts to Irish mobiles only.

For international texts you need cash credit on your account to pay for them.
