Did you follow the SIM activation instructions here? 

What text (form?) are you referring to? 

Those instructions don't mention anything like that. 

Or do you mean the text message work a security code when porting your number from your old provider to 48?

To get that you need your old provider's SIM installed and working in your phone before installing your 48 SIM in your phone afterwards.
