Do you have an active membership plan listed on your My48 account Dashboard? 

You need an active membership plan to use and outgoing services. 

What happens when your try to make a call? 

Any error messages? 

What exactly do you mean by "credit" above?

Cash credit, membership plan, add-ons?

What does your Transactions page say about recent payments/purchases?
