According to 48 support if you edit the APN settings to set the MCC to 206 or 207 (instead of 272) and MNC to 01 (instead of 11) it may help.
I'm skeptical though as MCC = 206 means Belgium and 207 is not listed anywhere that I can find as a specific Mobile Country Code.
And MNC = 01 is the code for Vodafone.

And when I try to change these settings in Ireland it gives me an error message and deletes my APN when I try to save it.
The only values that work for me are the defaults - MCC = 272 and MNC = 11.
However maybe you could try this if it's not working anyway...?

Most likely the usual iPhone roaming problem due to the stupid way that Apple do things.

You may have to be persistent to get that to work.
Switching airplane mode on and then off and then quickly trying the reconfiguration may help.
As I say, blame Apple for this stupidity.
