Your post is a bit confusing.
You seem to be saying that you're trying to port a number from another provider to 48 but that number is no longer active?
But then you say that "I did get code".
How is that possible if the number is no longer in service?
If the problem is actually that you can't move your number from another provider to 48 because it's no longer active and you can't receive the porting security text then see here:
If your current SIM isn’t active and your unable to receive SMS to the number you want to keep, you’ll need to contact your old provider regarding your account. Your current number and SIM need to be active to move to 48.
