It’s not supported on the network so they disable it on phones - makes sense for the price just wish it was clearer

That is incorrect.
Personal hotspots are NOT disabled on 48 and you can use them if you want as long as you don't breach the fair usage conditions.
But as usual Apple make things more complicated than necessary on iPhones.

Make sure that Personal Hotspot section is filled out in Mobile Data settings.
