New iPhone hotspot issues

I got a new iPhone and didn't import everything across devices. Once I logged in to iCloud, my mobile data was instantly working but my hotspot wasn't. I only recently set up the hotspot and when I remember it was something to do with mobile data network part of settings so I went there and there was nothing filled in at any of the sections include mobile data and personal hotspot. I remembered putting the 48monthsliffey thing in the APN section of personal hotspot a few months ago so I did that and my hotspot did turn on but when I connected my laptop to it, there was no internet connection
