Does that mean that the issue has been resolved already?

When was the SIM originally activated?
What exactly do you mean by "top up"?
Do you actually mean that you're trying to buy a membership plan?
When did you last successfully buy a membership plan?
What is the exact error message that you're getting?
What exactly is/isn't working when the SIM is installed in your phone?
Connection to the 48 network - i.e. signal bars?
Incoming/outgoing calls?
Incoming/outgoing texts?
Mobile data?

You didn't answer all of the questions that I asked in an attempt to clarify your issue.
If you're not willing to do that then you'll have to contact 48 support for further assistance.

If it's telling you that your SIM is not activated then something must have gone wrong when you went through the SIM activation process.
