Hi, I just got a new phone, a refurbished Samsung galaxy s22...my mobile data is barely working. I tried to change the settings but have failed to correct the problem

Try texting "APN" to 50048 and following the instructions here to ensure that your APN settings are configured correctly:
What exactly do you mean by "barely working"?
What do a few speed tests show?
Are calls and texts working OK?
Would you be able to test with somebody else's SIM in your phone from another provider just to eliminate the phone itself as being the problem?
