Data not working, Roaming activated despite not being abroad

A few weeks ago my coverage suddenly turned to 'R' and my data no longer worked saying that I needed to switch on roaming, an add on I do not have nor need. I am home in Ireland not abroad. How can this be resolved? I have tried rebooting.
