I checked my data balance today (2 March) and had used almost 70gb data, having purchased a new plan on the 1st. How is this possible? Could I have gone into “arrears” last month?

You bought a new plan yesterday but are you sure that it's the one that is active now or maybe you're still on a previous one?
If you're on the €12.99 plan then it doesn't really matter if you've used 67GB in one day as the plan comes with unlimited data.
Most smartphones have an option to check what apps are using most data and how much data each app has used.
E.g.
You should check that to see what may be using up your data so quickly.
