I got a text message yesterday to say 48 is removing the 200GB Fair Usage Policy on the €12.99 plan, starting next month, moving to unlimited data. Fair play 48!
If you're new to 48 and it's your first plan, that would be the €12.99 one-time activation fee and the other €12.99 is for the plan. From next month on it will just be €12.99 a month.

All very good points made by @dalyer above. Just to add I do have the 5G plan and a 5G iPhone and have gotten speeds of 500Mb/s around Waterford City and often am above 100Mb/s so that 25Mb/s seems to be just a guarantee.
