Can’t find hotspot in iPhone settings

I have an iPhone 11. I’m trying to connect my laptop to the hotspot but I can’t find it in the settings! Any ideas?

Hi. I haven’t been able to make a call for the last few days and also I don’t have internet. My account says I am paid up until the 14/8. Does anyone have a contact no I can call?
