You mean send a text TO Russia when in Ireland on 48?
Yes you can do this but you need cash credit on your account to pay for international texts.
International texts are not covered by membership or text add-on allowances.

An SMS to Russia costs 25c.

Remember that long messages may use more than one SMS.
