Roaming didn't work in Rome last week (and on other trips)

I just put in a new sim before travelling to Rome last week but once again I had no roaming.  I have followed the trouble shooting guide but no luck.  I have never managed to get roaming despite following the guide and changing the sim twice.  What is the problem.  I really do need to sort this out or will be forced to change provider.

However, even when there isn't such a widespread outage unfortunately many people still seem to have problems when trying to use roaming services for some reason and nobody from 48 has ever explained why or provided a guaranteed fix.

As such, the usual generic advice for roaming issues applies...

If your SIM predates January 2023 then maybe get a replacement in case it helps with roaming issues:

This is not satisfactory.  I have changed my sim twice and still never managed to get roaming either in NI or mainland Europe.  I couldn't recommend 48.ie only works when in 26 counties.
