If you want to use your 48 SIM/number while roaming in Germany then you need to keep buying a monthly membership plan.

The €12.99 plan gives you 20GB of EU roaming data and if you use that up you can buy a data add-on to get more.

If you don't buy a plan then only incoming calls and texts will work.

And if you go 6 months without buying a plan then your SIM will become suspended.

In relation to roaming issues the usual generic advice applies...

It may be worthwhile reviewing these two threads in case any of the suggestions help to avoid roaming problems:

If you have returned to Ireland from roaming abroad and are having problems using the 48 network/calls/texts/mobile data then see this key post, in particular the section titled "Returned Home?":

If you still have problems then you'll probably need to contact 48 support for further assistance.

See the links in my signature below for the different ways to contact 48 support.

I am not a 48 employee - if you need to contact 48 support you can do so by chat or email (support@48months.zendesk.com).
