I can receive texts, and my data works fine, but I'm not sure why phone calls won't work for a while now. It's strange to me; I tried everything in my setting on my iPhone 13 Pro Max, but a no results.

Can you send texts?
Do you have an active membership plan?
What happens when you try to make a call?
Any error messages?
What happens at the caller's end when they try to call you?
Any error messages?
When were incoming/outgoing calls working ok for you last?
Did something change on the phone that might have caused the problem?
E.g. software update, settings changes, etc.?
Can you try your SIM in another unlocked phone temporarily to see if you can make/receive calls there?
