How to call a Northern Ireland mobile number?

Hello!
I have a number on my business card but I can't get through
07720 398 091. I dial these numbers, but in response I hear that the number is not defined, I need to check the number and try again. Please, help

07720 398 091 seems to be a mobile number so would not be covered by membership plan call allowances, you would need to dial +44 7720 398 091 (or 00 44 7720 398 091) and also have cash credit on your account to pay for the UK/international call to a UK/NI mobile number.

Maybe check if the callee has a landline number that you could call using the 048 prefix for free?
