Is it a Samsung Galaxy phone by any chance?
"Refreshing SIM data" is a common issue with those phones and reported many times globally by users but I've never seen a useful explanation or solution from Samsung.
If you Google/search for that message you'll see lots of reports/complaints about it in lots of countries and on lots of networks.
Did anything change on the phone before this became an issue for you?
E.g. phone software update, settings changes, factory reset/restore, new phone handset, returned from roaming abroad, etc.?
Maybe try reseating the SIM to see if that helps.
If it doesn't then maybe try a replacement SIM.
