Getting "network unlock request unsuccessful" message

I've ordered new card for new phone. Put sim in and was trying to activate card. Its telling me
Sim network Pin blocked. Enter Sim network puk. I've repeated doing this and keeps telling me network unlock request unsuccessful. Don't know what to do now.

What make and model of phone is it and where did you buy it?

Are you sure that the phone is unlocked for use on any network?

Sounds to me like it may be locked to another network?

If that's not the issue and it's simply a question of using your PUK then see here:

But the message "network unlock request unsuccessful" most likely means that the phone is locked to a network and is requesting the network/phone unlock code when the 48 SIM is installed, not the PIN or PUK:
