My partner and I are in Spain and are also unable to get a signal when roaming since Wednesday 18th. We cannot connect to a network or mobile data.
We have both tried all the steps provided by 48 and nothing resolves.
48 have stated over the web chat that this is a known issue and they are working on it but cannot give a timeframe, just that they will email when fixed. It's been 3 days now so my concern is that it's not being treated as a priority.
