51155 text. Text message, SMS ?

I am trying to activate a new debit card. Provider requires I text a 51155 number. My phone will not let me do it. Repeated tells me, 'not delivered'.

You need an active membership plan and cash credit on your account to pay for texts to premium SMS 5XXXX numbers in order to be able to send them:

Shortcode range Cost €​
50000 - 50998 Free
51000 - 51998​ Up to 16c​​
53000 - 53998​ Up to 80c​​​​
57000 - 57998 80c or above​​

Try putting €1 cash credit on your account and try sending again to see if it works.

By "credit" do you mean cash credit? 

If you have an active membership plan and cash credit on your account and texts to 51155 still fail then you'll have to contact 48 support for assistance.

I don't know how authoritative this is but someone here claims that only a specific list of premium SMS numbers are supported by 48:

My son was trying to activate his Credit Union VISA debit card by texting to 51155 and it didn't work for him even though he has an active membership plan and cash credit on his account. 

Looks like the information from 48 about supported Premium SMS numbers is misleading. 

And the links to the posts from another user above that list specific supported numbers may be more accurate?

For the specific case of the Credit Union debit card this may be a viable alternative. 

You can receive your PIN by SMS by following the instructions on your Debit card mailer or by calling Credit Union Card Services on +353 (1) 6933333.

You can receive your PIN through the Post by calling Credit Union Card Services on +353 (1) 6933333 or contacting your local credit union.

But, in general, it seems to be confusing and frustrating when trying to text Premium SMS text numbers on 48 and I don't understand why they can't support all such numbers and/or explain what is and isn't supported clearly and accurately.

The information in the links that I posted here is simply incorrect and misleading.
