I recently joined the 48 network, and tried to change the apn settings on my phone in order to access their internet, but I can't find the settings. I have a Nokia Lumia 520, Windows phone. I go to Settings > mobile and sim > sim settings, and then there aren't any options available to change the apn. Does anybody know anything about it?

I suspect that you need to install the appropriate access point update for Windows/Lumia phones before you can configure your APN/internet settings. See here for example:

I think that this is not installed by default on phones that are sold by carriers who lock them to their network and then they lock the settings down to their own.

No it didn't, I'm sorry, I can't find any of the settings that are listed, my phone is Windows 7 I think what you sent me is for Windows 8, thank you though

Maybe I wasn't clear enough...
If you cannot see any option to configure your APN/internet settings then almost certainly you need to install an update that adds that feature to your system menu.
This is an issue with some Windows phones. As I said I guess that some carriers preconfigure the settings and don't install the update to allow you to manually change them. Maybe another way to lock the phone to their network or something?
The update that I linked to is for Windows 8 but so far I cannot find one for Windows 7.
Maybe Nokia support can help you to find the equivalent for Windows 7?
Or maybe you can update to Windows 8?
