Can't gift a topup to a particular number

I am trying to gift a topup to another number. I keep getting the message "It's not possible to supply topup to this number", as in the screenshot below (I've obfuscated the number). The number is another 48 user and that user is able to gift a topup to me with no problem. Any ideas?

You probably need to contact 48 support as there seem to have been a lot of problems with the system(s) since the upgrade.

Chat is usually the quickest way as tickets can sometimes take longer to get dealt with.
