I realized the my account has been deactivated because there was not enough balance in my bank account when my 48 account tried to renew my monthly memberhip. How can I actıvete my sımcard agaın and top up my account

Your account should only be deactivated if you don't buy a membership for 6+ months.
If that happens then you need to contact 48 support to get it reactivated.
You should not need to activate a SIM more than once.

Otherwise you should just need to buy a membership for things to work again.
You can enable membership auto-renewal if you don't want to miss buying a new membership each month.

Including a clear description of what you try, what happens, any error messages etc.
