I have a monthly plan with 48 but am unable to send messages to Premium Text numbers. I see on previous posts that 48 had recently changed their policy and these are now permitted.
What do I have to do to allow them to go through on my Android phone?

You need and active membership plan and also cash credit on your account to pay for outgoing premium SMS messages:
