So have a new Sim. My question is, can I set this up as a new Sim for a new user?

As long as it's not a replacement SIM for your existing account you/they should be able to do that.

Hi again, new issue for friend I introduced. He joined when on the 3GB data package but has not received the upgrade and is still on the 3GB for 10.99. How does he avail of the free upgrade to 100Gb?

What options do they get when buying membership?

I don't recall any "free upgrade" from 3GB to 100GB.
