Do you have a Guido membership?
I presume so if it was working before?
If not then nothing will work while roaming in the EU.
If you do have a Guido membership then first try this - it's a common iPhone problem due to the stupid way that Apple do things:
You may need to be persistent to get that working - switching airplane mode on then off and immediately trying to make the configuration change may help to "catch" the local network long enough to make the configuration changes.
If that doesn't work what happens if you maually scan for local networks and connect to one of them?
Does anything work? Calls, texts, data?
If all else fails you may need to contact 48 support for advice.
