You'll need to post a bit more info than just that if you want help from the community forum.

 

For example...

 

Did it work before?

If so, when did it stop working and did anything change (settings, software update etc.)?

 

Or are you trying to get started with 48?

If so, did you activate the SIM correctly?

Is your phone unlocked for use on any network?

 

If it's an iPhone perhaps it's the stupid Apple activation issue that necessitates putting €1 cash credit on your account to cover the cost of the UK SMS message(s) that get sent silently to the Apple UK activation server?
