Can I make calls and send texts without purchasing a plan?

I’d like to know if it’s possible to make calls and send text messages without buying any plan, as long as I have credit on my account. Is there a standard price for calls and texts without a plan (similar to Lyca Mobile)?

No, without an active plan you can only receive calls and texts, you cannot make calls, send texts and use mobile data. 

Even if you have cash credit on your account. 

Cash credit is only used to buy membership or add-ons or to pay for certain out of bundle services (for which you still need an active membership also).
