They withdraw payment twice

Hello. I am charged twice for using the network. One payment is scheduled for today (17.0), and the second for 20.08. Why is this so?

That doesn't sound right. 

Where are you seeing these payment schedule dates?

You obviously should only have to buy one membership plan per month.
