can i buy a credit and have offers instead of call mobile numbers only in Ireland i would have it for somewhere else

Your query is unclear.

Are you asking if you can buy some sort of membership/add-on that gives you calls to destinations other than Irish numbers?

If so the answer is no.

You need one of the memberships for any other services to work and then you can buy add-ons or cash credit to cover certain other services.

Please clarify what you mean by topup here - cash credit topup out you bought a new membership?
