My brother has bought a new iPhone 6s and is about to take out a 48 membership. He's wondering how he might transfer the data and apps from his old Samsung Galaxy to his new phone. Thanks.

He'll have to search online for advice on that.
Transferring such data has nothing to do with the network.
Whatever about the data you can't transfer Android apps to iOS as they are completely different and incompatible systems.
