Sending premium SMS messages to 5xxxx numbers

I am trying to send a text which incurs a 2.50 fee to enter a competition. As well as my plan, i have 9euro credit on my account. A notification comes up to say do u accept this text incurs a payment on my phone. I say yes but it wont send and no credit comes from my account.
