I ordered a sim for my brother and signed him up and signed up for the mates rates but it hasn't come through

Are you sure that it's supposed to come through immediately?

With Kickback (the precursor to this scheme) not all bonuses came through immediately.

Maybe recheck the FAQ and rules to see exactly how it operates.

No! I also topped up by €20 and already have membership and some credit has been taken.. I put this credit in for next months membership.

If some cash credit bas been taken then you most likely used some service that gets charged from your cash credit balance - e.g. sending picture messages/MMSs, calling/texting international numbers, calling landline numbers not covered by membership/add-on landline minutes allowances etc.
